Blocking on 29th near Wall

Occurred around 10:45 a.m. Not only blocking bike lane, but sidewalk. Two violations in one!

This person is now parking on the sidewalk. I guess that's an improvement, unless you want to use the sidewalk. (I was slow in posting this obviously. But today I rode by and got the correct license plate number.)

This person seems to live in the house here. I've seen this car parked like this several times, at various times of the day (usually weekends) and evenings. I've seen, though not photographed, other cars parked in this manner, which I assume to be visitors. There can be no mistaking this is a bike lane the car is parked in, hence the attempt to "provide" some space.

29th and Bernard, Spokane, WA
I was driving home, saw the VW and decided to take a spin around the block and grab the picture. In those few minutes, the Jeep had pulled over. The Jeep driver was on the phone, which I'm guessing is a byproduct of the new "hands free" cell phone law, but who knows. The VW, on the other hand, had no one near. That sign in the background is a "turn lane" sign on top and a "no parking, bike lane" on the bottom.
