If this is a no parking zone, shouldn't we be able to get Divine's towing or the City to tow them?
If not and if the car sits there for more than 12 hours at a time (or is it 24?), I believe you can call the police or C.O.P.S. and have them ticketed. This should work as a friend of mine recently parked his car IN FRONT OF THE HOUSE HE JUST MOVED INTO on a small street by (but not along) Manito park. He went away for the weekend and his neighbor, who didn't recognize the vehicle wiht out of state plates reported the incident and my friend got a ticket. Seems quite stupid that you can get a ticket for leaving your car in front of your house, but that might be an option in situations like these.
